Database Developer - Job ID - CP001
DATABASE DEVELOPMENT in Support of the FRC-EAST, CHERRY POINT.
Rollout Systems is looking for a DATABASE DEVELOPMENT SUPPORT in support of a Government contract in Havelock, North Carolina.
The candidate shall perform all services and tasks associated with the environmental aspects of a database and provide technical and program support for a maintenance organization which uses extensive corporate databases for day-to-day operations with requirements to maintain, program, organize and manipulate extensive databases to meet the data processing and analytical or research needs of the organization. The contractor shall coordinate and collect database requirements, perform application development for databases, develop software that works closely/interacts with a database, and serve as database analyst, data modeler, or data architect.
Database development shall be done in accordance with the contractor’s approved Software Development Plan (SDP). The contractor shall submit a single Software Test Plan (STP) that includes a single Plan of Action and Milestones (POA&M) for scheduling test activities for each project assigned by the government. These documents are subject to government review and approval. The contractor shall propose a means of tracking and documenting the assignment and completion of all database development tasks. The contractor shall utilize their proposed tracking system in reporting task assignments that are in-process or completed in accordance with the monthly report. Testing will follow the approved STP that describes plans for qualification testing of Computer Software Configuration ITEMS (CSCIs) and software systems. The STP will describe the software test environment to be used for the testing, identifies the tests to be performed, and provides a POA&M for scheduling test activities. The STP enables the government to assess the adequacy for planning for CSCI and, if applicable, software system qualification testing. The results shall be documented on a Software Test Report (STR), consisting of a record of the qualification testing performed on a CSCI, a software system or subsystem, or other software related item. The STR enables the government to assess the quality of software testing and its results.
Typical tasks and duties associated with this position are as follows:
- Coordinate and collect database requirements
- Determine how and where information is stored
- Model the database architecture and ensure it supports the business needs.
- Document, organize, and communicate the requirements for the database
- Design Oracle databases and tables
- Develop data dictionaries, data models, metadata repositories, Entity Relationship Diagrams (ERD) and documentation
- Ensure code is properly tuned code to minimize user wait time.
- Provide direct support for determining and developing information solutions in the form of metrics, trend analysis, business proposals, cost estimates and budget submissions in related to FRC Level Metrics portion of the NAVAIR Airspeed Project with regard to Database programming and Web Report development.
- Develop and convert Data Warehouse reports to web based reports in accordance with approved SDP.
In addition, Performance Standards (PS) associated database administration responsibilities are as follows:
- Successful execution of ALL approved Software Test Plans, on schedule based on the Plan of Action and Milestone (POA&M). AQL is 98% for the STP and 98% for schedule.
Candidate is required to work in accordance with the same schedules as the Government office that they are supporting. Note that contractor personnel may be required to deviate from their normal work schedule up to 10% of the time to provide required support to avoid disruption of services. Candidate must be able to work in a group environment.
Candidate must currently hold an approved DoD 8570 compliant IA certification at the IAT II level (or achievable within six months of employment).
This position requires a minimum U.S. Secret Security Clearance.
Senior Training Analyst
Specific Experience: Five (5) years’ experience in technical support of Human Systems Integration, Human Performance and Manpower, Personnel and Training requirements analysis, planning and solution
development. Specific experience must include policy and requirement coordination experience with OPNAV N12 & N15, OPNAV Resource Sponsors, the Navy Manpower Community, Navy Education and
Training Command (NETC), System Commands (SYSCOM), Type Commands (TYCOM), Training Support Agencies, Training Agencies, and experience providing technical support to the HSI/MPT technical authority
and competency alignment efforts within the Navy Virtual SYSCOM and Navy Training Agencies. Be knowledgeable in the use of DOD, SECNAV, OPNAV, and NETC policy, instructions, guidance, and
manuals.
Educational Requirement: With a Bachelor’s, 6 years’ experience is required. With a HS diploma, 12 years is required.
Other experience required: 8-10 years of related instructional development experience.
Should have knowledge and or experience with Naval Construction Force (NCF) operational environments and functional capabilities, Occupational Field 7 Construction Ratings (Builder (BU), Construction
Electrician (CE), Construction Mechanic (CM), Engineering Aid (EA), Equipment Operator (EO), Steelworker (SW), Utilitiesman (UT)); and/or have comparable knowledge and or experience with the civilian
equivalent in the construction industry.
Shall have the requisite knowledge and experience necessary to plan, analyze, design, develop, implement, and evaluate training
systems through all phases of development to include but not limited to Front-End Analysis (FEA), Training Requirements Planning Process Methodology (TRPPM), Navy Training System Plan, and complete
training solution development.
· The candidate should be a CEC officer and have CECOS experience
· NAVFAC management experience is a plus

Information Security Analyst III - Job ID - PD285
The position is for a NAWCAD 7.2.6.1 CND analyst to provide dedicated, full-time support to the Data Center. He or she will report to the 7.2.6.1 CND Team Lead and will provide support to the Data Center IAO. Primary duties will involve providing full-time CND technical analysis, and incident response and handling in support of the assets hosted within the IT/IM Data Center.
The candidate shall possess highly technical skills necessary to assist with incident response and real-time network monitoring. The candidate will be responsible for reviewing all security-related logs (e.g., proxy logs, DNS logs, etc.)
The candidate should have experience using Security Information Event Management (SIEM) tools such as Q1 Labs QRadar, CheckPoint's Eventia, LogLogic's ST and LX appliances, eIQ Networks Secure Vue, CA's eTrust Security Command Center, Symantec's SIM appliance, SenSage's Enterprise Security Analytics, etc.,. The candidate should have hands on experience with HBSS, incident response, and ensuring IAVM/CTO/FRAGO/INFOCON compliance.
He/She should be able to analyze and review the results of network and system vulnerability scans. The candidate should be experienced with hardening and scanning tools such as the DISA Gold Disks, Security Readiness Reviews, Retina, NESSUS, Hercules, etc.,
The candidate will work closely with the IT/IM Data Center IAO while reporting to the NAWCAD 7261 CND Team Lead to improve the cyber security posture and provide front line CND monitoring of systems and networks hosted within the Data Center.
Primary responsibilities include the following:
Assist the NAWCAD CND Team Lead wrt developing scripts and monitoring logs associated with CND tools (HBSS, QRadar, etc.). The candidate should be a subject matter expert in the following areas:

•The candidate should possess the technical capability to identify security-related solutions wrt both current and planned systems and networks.
•Understand DOD/Navy/RDT&E Firewall Policy and requirements (PPS CAL, UTNPp, CTNPp, etc)

He or she should be experienced with reviewing security architecture and design diagrams detailing ports, protocols, etc. for DoD/Navy systems and labs connecting to the DISN.
The candidate needs to be a team player and be able to formally train/brief program managers, project leads, application managers, system administrators and IA Officers on Information Assurance, Incident Response and CND, and methods for securing their systems and networks.
The candidate needs to have excellent communication skills and be able to multitask in a stressful environment while adhering to last minute deadlines.
He/She may be required to attend collaboration meetings and be able to review and comment on program security policies and procedures; coordinate security implementation issues with the appropriate Government officials and/or prime contractors; and support hands on security testing.
A candidate with experience supporting the certification and accreditation of DoD/Navy systems with Cross Domain Solutions, Platform IT, and DISN circuits is desired. Travel to NAVAIR and Industry sites will be required (10%).
Required Educational Background: Bachelor’s Degree or a high school diploma. With a Bachelors, 7years of experience. With a HS diploma, 11 years of experience.
Highly desirable skills include an in depth understanding of an IT/IM technical environment and performing tasking in the operations analysis discipline areas. Independently performing complex tasks in operations systems discipline.
Candidate must currently hold an approved DoD 8570 compliant IA certification at the CND level, e.g., CEH, GCIA, SSCP, GCIH, CSIH, (or achievable within six months of employment).
Required Experience for the Job: Experience must include demonstrated analytical skills and the ability to analyze customer requirements for security issues. An understanding of FISMA compliance requirements and IA requirements for the DoD/Navy community.

Information Assurance - Job ID - PCD001
Rollout Systems is recruiting an Information Assurance professional to support RDT&E at NSWC-PCD in Panama City, Florida.
Professional Certifications: CISSP (Preferred) or GSLC; and MCSE Windows 2003/2008 or later operating system.
Security Clearance: Top Secret or the ability to obtain a Top Secret clearance.
Experience: 5-years or more.
Required Specific Experience:
- Extensive knowledge of the C&A process within the NAVSEA IA framework and experience reviewing, advising, and processing DIACAP packages for the ODAA and RDAA, to include experience with C&A package submission through eMASS.
- Interpret and implement Department of Defense directives, instructions, and policies that provide direction and guidance and applying them to a RDT&E environment.
- Knowledge of the Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) and other risk assessment frameworks (e.g., NIST).
- Capable of communicating, both orally and in writing, with a wide range of professional contacts, including managers, secretaries, scientists, engineers, and technicians.
- Knowledge and experience reporting Information Assurance Vulnerabilities in the Navy Online Compliance Reporting System (OCRS).
Desired Specific Experience:
- Install, maintain, administer, and troubleshoot networks serving a community of at least 1000 users in a RDT&E environment composed of both classified and unclassified systems running Microsoft® Windows, Linux, and UNIX operating systems.
- Network security architecture to include, but not limited to; firewalls, intrusion detection/prevention (IDS/IPS) systems, web proxies, and content filtering devices, encryption devices, and DoD Public Key Infrastructure (PKI).
- Experience in incident handling and response.
